ROC was originally formed by a group of forward-thinking parents of people with a learning disability. They believed that their sons and daughters should have the same opportunities as everyone else in their community.
In 1990 the group were successful both in enrolling David Dimbleby as president of the charity and in raising funds to purchase Radfords in Broadhempston, ROC’s first progressive care home. Since then, ROC has evolved and expanded, and now operates from 30 sites across South Devon, East Devon, Exeter and in Cornwall.
The Riviera Centre in Torbay was the setting for a gala celebration which was thoroughly enjoyed by all. Over 350 people attended the evening including several of the original group of parents and David Dimbleby, who has been ROC’s President since the start.

The evening began with a drinks reception allowing friends old and new to reconnect, before moving through to the dinner and dance. The dance floor was packed for most of the night, with Laura House’s wheelchair dancers able to show off their new skills amongst a melee of ROC people.
Judy Westacott said, “What a splendid evening – catching up with old friends, good wine, excellent food, who could ask for more! …. ROC does such a good job in the community, enabling people to reach their full potential and have real quality of life.”
David Wilson said, “It was wonderful to see so many people who are and have been connected with ROC at the Ball having such a great time. Twenty years ago, a night like this was not in our thoughts so it was particularly special for those who have been involved with ROC since the beginning.”
